Kendra Piercy
Kendra Piercy is an Illinois government relations professional and attorney with over a decade of legal and legislative experience in the public and private sector.
Before she began lobbying, Kendra served as the Chief Counsel to the Speaker of the Illinois House of Representatives, House Parliamentarian, and Ethics Officer for the House Democratic Caucus.
As Chief Counsel, Kendra was the primary drafter, negotiator, and advisor for the House Democratic Caucus on a vast array of legislative issues, including revenue, financial institutions, healthcare, insurance, elections, student-athlete endorsement rights, higher education, and cannabis. Kendra also served as the lead counsel in the House on labor and employment law initiatives, including Illinois’ Paid Leave for All Workers Act, legislation to eliminate pandemic-induced unemployment insurance trust fund debt, unionization laws for legislative staff, and workers’ compensation reform. This work required close collaboration not only with House Democrats, but also with the Governor’s Office, the Senate, multiple executive agencies, and colleagues across the aisle.
In addition to her legislative duties, Kendra negotiated, drafted, and reviewed contracts on behalf of the Office of the Speaker, managed compliance and responses to Freedom of Information Act requests, developed and implemented personnel policies and procedures, managed and advised on litigation filed against the Speaker, and ensured compliance with all Illinois ethics laws for House Democratic members and staff as Ethics Officer. In her role as House Parliamentarian, Kendra crafted and enforced the House rules of procedure giving her a unique understanding of process.
Prior to joining the Office of the Speaker, Kendra began her career as a tax attorney at Ernst & Young (EY). At EY, Kendra served in multiple roles: as an international tax attorney for multinational financial services clients and as a policy advisor in EY’s government affairs practice in Washington, D.C (WCEY).
Most recently, Kendra served as Senior Government Relations Director and Counsel at Point of Difference Strategies and Croke Fairchild Duarte & Beres.
Kendra holds a Juris Doctor with a Tax Certificate from Loyola University Chicago, as well as a B.A. in Political Science and B.A. in Psychology from the University of Illinois at Urbana-Champaign.
